President Mnangagwa’s Speech to the 132nd Ordinary Session of the Central Committee

Comrades. 

I warmly welcome you to this 132nd Ordinary Session of the Central Committee, where we will examine the state of our colossal revolutionary mass Party, assess the progress of national development and make decisions that improve the socio-economic well-being of all Zimbabweans.

At the outset, I wish to recognise the passing on of several gallant sons and daughters of the soil since our last meeting in July. Only last night we were shocked and saddened to hear the news of the helicopter crash that claimed the life of prominent businessmen, Mr Wicknell Chivayo and his wife along with four others. His philanthropic works and impactful life touched many across our nation and beyond. He will be remembered by us all. 

We extend our deepest condolences to the families, and friends of all the dearly departed Comrades. Their memory must inspire us to serve Zimbabwe with greater patriotism, dedication and selflessness. 

I now invite the Secretary General to present the official summary of the departed comrades and compatriots.

May I request the Central Committee to rise as we observe a minute of silence in honour and memory of those who have passed on. May their departed souls rest in eternal peace.

Comrades;

The people expect the Party and its Government to listen, act and deliver. They expect policies that place their welfare at the centre of national development. Above all, they expect us to remain faithful to the values that fuelled our armed liberation struggle on the firm foundation towards our political and economic sovereignty as well as sustainable prosperity for all.

The confidence in ZANU PF, as reflected through the passing of the Constitutional Amendment Act No. 3, is an expression of trust by our members and the people of Zimbabwe at large, that is honoured and cherished. 

We have an obligation to continually raise the quality of servant leadership, accountability, discipline and integrity, for the betterment of our nation’s governance culture.

Our political stewardship must be measured by better livelihoods, expanded opportunities, world class infrastructure, productive communities and a more secure future for every Zimbabwean, in every Ward, District and Province.

However, national development cannot be the responsibility of Government alone. This requires a Whole-of-Government-and-Society Approach. Each Province and District must, therefore, identify its opportunities and challenges and develop practical solutions suited to its circumstances. This will in turn nurture vibrant Provincial economies, which advance prosperity through the exploitation of local resources, abundant in each Province.

Comrades;

Veterans of the Liberation Struggle remain central to the national development agenda. They are living repositories of our history and enduring symbols of courage, patriotism and self-sacrifice. Zimbabwe shall never forget their indelible contribution to our freedom and independence.

The recent Heroes Day and Defence Forces Day commemorations reminded us once again, of the heavy price paid for Zimbabwe’s freedom, independence and sovereignty. Our heroes and heroines did not sacrifice their lives and family comforts for personal gain, but instead fought so that Zimbabwe could belong to its people. 

“Tose Tine Basa Rekushandira Nyika Yedu, nekuti takawirirana kuti Nyika inovakwa nevene vayo, igotongwa nevene vayo, igonamatirwa nevene vayo/ Ilizwe lakhiwa, libuswe, likhu-le-ke-lwe ngabanikazi balo.”

As we march towards Vision 2030, the Party has a duty to ensure that the youth understand where we came from, where we are and where we are going. That way, they will not only recognise the responsibilities that come with the freedom and independence which anchors our sovereignty, but also their roles and duties to build, mordenise and industrialise Zimbabwe.

The current crop of young people should, therefore, defend the gains of the liberation struggle through knowledge acquisition, innovation, sustained patriotism, increased productivity and profound service. Our hard-won independence must be consolidated by the new frontier of socio-economic development represented through modern technologies, AI, advanced production models, out of the box policies and a liberated mindset.

In the same manner, at the Party level, we must build a modern, efficient and responsive ZANU PF that embraces research, innovation and new technologies, while remaining firmly anchored in our revolutionary ideology and values.

It is in this spirit that the visit by the Politburo Members to the University of Zimbabwe on tour of Innovation Hubs and Industrial Parks is pleasing.

Comrades;

Every leader, at every level, has a responsibility to build, defend and advance the ethos of our colossal Party. 

We must always strive to bolster the output of our Provincial Coordinating Committees, District Coordinating Committees, Branches and Cells/Village structures so that they remain vibrant at all times.

It is at these grassroots levels that the Party’s political heartbeat should be felt. In that regard, our collective leadership should improve intra-Party communication, deepen ideological education, promote leadership capacity development and ensure the timely flow of information throughout the Party. 

Well mobilised and disciplined grassroots structures are a sure guarantee of a united and enduring ZANU PF.

Preparations for the 23rd National People’s Conference, to be hosted by Mashonaland West Province, are gathering momentum. The Conference, will be held under the theme: “From Resolutions to Results: Consolidating Economic Development and Deepening Empowerment towards Vision 2030.” 

The Conference will give us an opportunity to take stock, correct where necessary and refocus our collective Party priorities.

It is my expectation that the Resolutions and decisions formulated by our Provincial structures have been thorough, honest and rooted in the aspirations and concerns of our members and the people we serve.

The Office of the Secretary General, in liaison with the Office of the President and Cabinet, is called upon to coordinate the full implementation of previous Conferences and Congress Resolutions across both Party and Government structures. 

Given the Party’s supremacy over Government, officials deployed by ZANU PF must faithfully implement Party policies, programmes and Resolutions. 

Meanwhile, I commend Party structures for their contributions, towards meeting the financial obligations for the successful hosting of the upcoming Conference. 

This demonstrates that all members are committed to the Party and its programmes. Well done. 

The ZANU PF Government is implementing mitigatory measures ahead of the forthcoming 2026/2027 summer cropping season, including early warning systems, grain security measures, support for vulnerable communities, expanded irrigation and preparedness for future climatic shocks. No Zimbabwean should go hungry. No community should face the consequences of climate change impact alone. 

We are intensifying water harvesting, irrigation development schemes, research into drought-resistant crops and the adoption of modern agricultural practices. Climate-proofing agriculture is no longer optional but a critical national priority.

Comrades;

Our economy continues to show resilience and growth across key sectors. The improving macro-economic environment and people-centred policies of our ZANU PF-led Government are creating a firmer foundation for sustainable development. In mining, investment and exploration are increasing, while our value-addition and beneficiation agenda continues to gain momentum, more so, that our raw materials will be processed locally. This will see us create employment, retain value and enhance our economic sovereignty. 

The mantra that, “Zimbabwe is Open for Business,”together with our “Engagement and Re-Engagement Policy,” continues to bear fruit. Micro, Small to Medium Enterprises (MSMEs) are making a substantial contribution to our Gross Domestic Product. We continue supporting their formalisation, as well as enhanced access to finance, skills development, technology adoption and entry into the expanded markets. 

Our diaspora is also a valuable partner in national development through remittances, skills transfer, investment, knowledge sharing and international networks. 

Comrades;

On the International relations front, in the period under review, I had the honour of handing over the Chairmanship of SADC to His Excellency, President Cyril Ramaphosa of the Republic of South Africa. 

During our tenure, Zimbabwe worked to advance the regional agenda with regards industrialisation, modernisation and the collective aspirations of the peoples of Southern Africa.

To date, preparations are advanced for the hosting of COMESA Summit in October, where we will assume the Chairmanship of that economic bloc. 

Our Chairmanship must be used to promote practical cooperation as well as unlock economic opportunities across Eastern and Southern Africa for Zimbabwean citizens and businesses. It must also give industry players the opportunity to upscale the implementation of the African Continental Free Trade Area (AfCTA) agreement within and among the COMESA countries.

My recent participation at the 81st United Nations General Assembly provided a crucial platform to present Zimbabwe’s national position and to reaffirm our commitment to multilateralism, peaceful coexistence and the sovereign right of every nation to determine its own development destiny.

I conveyed Zimbabwe’s readiness to deepen cooperation with the international community in pursuit of sustainable development, investment, technology transfer, climate action and improved livelihoods for our people. I, further, underlined the need for a fairer and more representative global order that responds to the aspirations of developing countries in the global south. 

Equally, highlighted was the need to respect the independence and territorial integrity of nations and the advancement of practical solutions to peace and security.

As we proceed with our deliberations, let us remain united by exercising collective leadership, which is guided by the revolutionary consciousness that has sustained ZANU PF over the decades. Let our words be matched by action. 

With unity of purpose, hard work, innovation and discipline, there is no challenge beyond our capacity as a people. Let us continue to boldly build our great Motherland, Zimbabwe -brick by brick and stone upon stone. Forward ever and backward never.
