First Secretary of ZANU PF and President Emmerson Mnangagwa has revealed that devolution is an important building block to the achievement of vision 2030.
He said this whilst addressing Ministers of State for Provincial Affairs and Devolution today at State House.
President Mnangagwa said the New Dispensation is implementing devolution so as to achieve equitable economic development and equalisation for all Provinces, in order to make vision 2030 a reality.
“The Second Republic undertook to implement devolution as provided for in Section 264 of our Constitution. We set out to implement devolution not merely as a political empowerment tool but as a means to achieve equitable economic development and equalisation for all parts of our country,” President Mnangagwa said.
“We boldly declared an end to red tape, bureaucracy and lopsided development associated with the perception of Harare Province being “Bamba zonke”. “This model was and still is an important building block to the achievement of vision 2030. I therefore exhort us to keep in mind this goal and work tirelessly to achieve the desired results.”
President Mnangagwa went on to say that the national Constitution requires for there to be equal sharing of resources, devolution and decentralisation.
“Our national Constitution obligates us to strive for the equitable sharing of national resources and of the devolution and decentralisation of governmental powers and function,” President Mnangagwa said.
“We are equally obligated to endeavour to facilitate rapid and equitable development, to promote private initiatives and self-reliance, to foster agriculture, commercial, industrial, technological and scientific development, to foster the development of industrial and commercial enterprises to empower Zimbabwean citizens as well and to bring about balanced development of the different areas of Zimbabwe in particular a proper balance in the development of rural and urban areas.”
President Mnangagwa is on record for saying that Government is committed to the Constitutional concept of devolution and its full implementation will ensure Zimbabweans benefit from the natural resources in their localities.
