The hearings, conducted under the auspices of the Parliament of Zimbabwe, brought together community members, traditional leaders, youth representatives, and civil society stakeholders who turned out in large numbers to make their voices heard. Across both districts, contributions were largely in favour of the Bill, with participants expressing appreciation for the opportunity to directly engage in shaping national legislation.

In Gwanda District, citizens highlighted the importance of enhancing accountability, improving institutional efficiency, and ensuring that leadership structures remain responsive to the needs of the people. Many speakers noted that the proposed amendments would contribute to a more streamlined governance system, capable of addressing contemporary national challenges.

Similarly, in Matobo District, the hearings were marked by strong and unified support for the Bill. Community members emphasised the need for reforms that promote stability, clarity in legal processes, and strengthened oversight mechanisms. Contributions from women and youth were particularly notable, with calls for continued inclusion in national decision-making processes.

Participants in both districts commended the Second Republic, under the leadership of President His Excellency Emmerson Dambudzo Mnangagwa, for fostering an environment that encourages citizen participation and open dialogue on key legislative matters. The hearings were described as a testament to the Government’s commitment to inclusive governance and democratic engagement.

The orderly and constructive nature of the proceedings further demonstrated the maturity of the communities involved, as citizens articulated their views with clarity and purpose. The overwhelming endorsement of Constitutional Amendment Bill No. 3 in Gwanda and Matobo signals a strong grassroots mandate in support of the proposed changes.
